What is a 'Midterm Economic Plan'?

We're asked to make a midterm economic plan for the Philippines and we have to formulate three projects. I also would like to get some ideas about the right projects that should and could be implemented here in the country. I'd really appreciate it if you could give me your own idea of a project.
