Help shoe shopping for a 3 year old boy?

My son is a size 9, but his Converse shoes are almost too small and the next size up is too big. Same with Pumas. Any tips for me? It's frustrating to have to put a shoe on him that's too big, but I'm afraid for his little toes if I don't. Thanks!
