If making/worshiping idols of human being is un-Islamic, then how did Mr. Saddam Hussain place his statues?

When the American soldiers captured Baghdad in Iraq, they pulled down the huge statue of Mr. Saddam Hussain in the city. The sculpture was made so that people remember, know, and worship Saddam as a King, and also to show his kingly power. If making sculptures of human figures is un-Islamic, then how did Mr. Saddam Hossain do it? But first of all, I want to know, whether there is really any rule in Islam that you cannot build statue of human figures?
